By temperature measurement with “black box ”， the low temperature tempering ability of the No.1 normalizing furnace was diagnosed and the result showed that the furnace didnt satisfy the low temperature tempering technologys demand. Two corresponding retrofit strategies were introduced and discussed ， and the strategy of normal/large air-fuel ratio combustion should be considered preferentially.
