Control of Cosmetics Products
Arising from safety concerns and reports of adverse reactions resulting from the use of cosmetic products, a framework for the regulation of cosmetic products is in place, in order to protect public health.
Introduction
The Cosmetics Control Unit (CCU) was set up in November 1995 to administer the regulatory control of cosmetic products. The objectives of control are :
To provide an informed choice to consumers via mandatory labelling requirements including the full listing of ingredients used in cosmetic products;
To prohibit the use of certain toxic substances as ingredients in cosmetic products; and
To provide for the withdrawal of unsafe cosmetics.
Legislation
The legislation governing the control of cosmetic products under the Medicines Act comprise:
The Medicines (Cosmetic Products) (Specification and Prohibition) Order and its amendments
The Medicines (Cosmetic Products) (Licensing) Regulations 1996
The Medicines (Cosmetic Products) (Labelling) Regulations 1996
The primary activity of the Cosmetics Control Unit is the registration of Category I cosmetic products namely eye products, lip products, oral and dental hygiene products and hair-dyes containing diamines.?
Labelling Requirements
Under the labelling regulations, the following is mandatory for all cosmetic products sold in Singapore:
Name of cosmetic product
Full list of ingredients
Name and address of importer or local manufacturer
Batch reference
Precautions, if any
