摘 要 天时、地利、人和一直被认为是成功的三大因素。其中，“人和”是主观因素，就显得更为重要。在项目管理中“人”的因素也极为重要，因为项目中所有活动均是由人来完成的。如何充分发挥“人”的作用，对于项目的成败起着至关重要的作用。项目人力资源管理所涉及的内容是如何发挥“人”的作用。包括组织计划编制、人员募集和团队建设三部分。ABSTRACT Timeliness, favorable geographical position and support of people are always considered as three factors of success. And support of people, as subjective factor, is more important. For all movements in a project performed by man, the factor of “human” is also very important in project management. So how to make full use of “human” plays a vital part in a project. And the Human Resource Management is about how to make full use of “human”. The Human Resource Management contains all proceeds of effectively making use of persons involved in the project. The Human Resource Management is to mobilize the positivities of the persons involved in the project, to establish effective job mechanism. It contains organization planning, human organization and group construction. The Human Resource Management Supporting Tool is a tool based on the database technique to realize the management of Human Resource involved in a project. It contains three function modules. They are organization planning, human organization and group construction. The main tool used to design and realize this Supporting tool is PowerBuilder 8.0. By PB this tool has the record function and primal allotment function of human resource, can output a group member table and can adjust the group with the proceeding of the project .The Supporting tool can effectively manage the Human Resource of a project, well inspire human positivity, save expenditure in Human Resource as much as possible and make project finished successfully. So developing such a tool is significative.
