摘要
保障房政策是我国住房商品化改革后进行的一项城镇住房保障制度,自实施以来,取得了一定的成就,解决了大量的中低收入家庭的住房困难问题。从总体来说,我国各地区的发展是很不平衡的:沿海发达地区和经济发达地区发展走在前列,中西部地区才开始初步的探索。在探索过程中保障房制度的设计与执行环节出现了一些弊端。
本文选择最早实施保障房制度的城市之一的广州市作为研究对象,借鉴国内外建设保障性住房的研究方法,结合我国发展现状和广州市的实际情况,对,进行了系统的研究

ABSTRACT

This article select the first implementation of low-rent housing system, one of the cities of Guangzhou City, as the object of study, to learn from domestic and foreign construction of affordable housing, combined with the actual situation of our countrys development status and Guangzhou, the Guangzhou municipal government to buy second-hand housing as low-rent housing carry out a systematic study. And then propose appropriate countermeasures as a low-rent housing for the government to buy second-hand housing. Trying to make low-cost housing policy in the Guangzhou City, the implementation process more in line with the future development of Guangzhou City, the local needs more coordination of their economic development, the housing needs of low-income families in the greatest degree of satisfaction
