The input to the water industry counts a large proportion upon the total amount, from which it can be noted that the impact of the water industry to the national economy has been received more and more concerns from our government and all aspects of the society. Firstly, the contribution made by the water industry is described briefly through qualitative analysis. Then, a general Solow productive function and the Grey System theory are adopted to calculate the contribution of water conservancy inputs to the GDP growth in Jiangsu Province as well as the outputs. Finally, the overall conclusion and several suggestions are provided. Two innovations are available in this paper, i.e., adopting creatively a general Solow model to analyze the contribution of water conservancy inputs to the national economy; and adopting the Grey System theory to estimate the elasticity for both capital input and labor input.
