Article 57 of the Charter of the United Nations provides that specialized agencies, established by intergovernmental agree- ment and having wide international responsibilities as dei ned in their basic instruments in economic, social, cultural, edu- cational, health and related i elds, shall be brought into rela- tionship with the United Nations. 2.
