With the development of globalization, modernization, information and democratization, the Chinese government will undertake the structural change, which mainly manifests the coordination between nation and society, especially the boundary of government power. This is as a result of economic effect on socialization and the requirement of social modernization. The establishment and application of national power directly reflects the effect of autonomy of social basic level. Therefore, the status of the autonomy of social basic level is the manifestation of the distribution scale of the national and social power. The establishment of autonomy of social basic level in our nation must have the corresponding system and motivation factor, but the particularity of Chinese society leads us to the reality and contradiction of our autonomy.
