recommended process*

ABSTRACT
Social impact assessment (SIA) is defined and related to other policy analysis techniques. Conceptual
problems in conducting SIA are reviewed. Various SIA methods are identified and evaluated for their
probable effectiveness in assessing regional plans. Regional planning conditions are identified and con-
straints to, and demands on, S1A are examined. A strategy for SIA is proposed which usespublic inputs
during cyclical planning iterations for efficiently iden!ifying and assessing the most important social
impacts.
Introduction
The purposes of this paper are to provide an introduction to social impact assess-
ment (SIA) as a form of policy analysis and to propose a proces s for the social
impact assessment of regional plans. The discussion will focus on the practical
problems involved in assessing the social impacts of various types of plans - air and
water quality, transportation, housing, land use - in a regional planning agency with
limited time, money, and personnel. Sections I-IV of the paper provide an overview
of SIA, with some discussion of the role SIA can play in the
