AbstractUrbanizationisanimportantwayandanimportantsymbolforhumansocietytothemoderncivilization.Chinasurbanizationhasmadegreatachievementsbecauseofeconomicandsocialdevelopment,andthenumberofcitieshasincreased.Urbanizationhasbroughtvigorandthepowertoeconomicandsocialdevelopmentofruralareas.However,thatdoesnotmeanurbanizationistheonlywaytonewurbanization.Chinesesocialrealitydeterminesthatitisnotrealistictotransferso manyruralpopulationin suchshorttime,letthetransformationfromvillagestotowns.So,ruralcommunity, whichplaysanimportantroletotheeconomicandsocialdevelopmentofruralareashassignificantvaluetotheruraldevelopmentduringthenew-typeurbanization.Thereisnodoubtthatthenewurbanizationcannotleavetheruralcommunity.Theconstructionofruralcommunityfromvariousperspectiveshasimportantpracticalsignificancetopromotingthenewtypeofurbanization.Regardlessofthepresentsituationofruraldevelopment,themonotonyoftheurbanizationisboundtobringobstaclestoruralmodernizationandnewurbanization.Thenewurbanizationwillnotdevelopwellwithoutruralcommunity.Theauthorhasmadeempirical analysistotheconstructionsituationofruralcommunityinXishangzhuangTownship,JinchengCity,ShanxiProvince.Firstly,althoughvillage communityspiritcultureconstructionhasmade certainachievements,villagers’centripetalforcehasdeclined.Whatismore,villageaffairsmanagementdemocratizationdegreeincreasegradually,butthe villagersparticipationisnothigh.Besides,villagecommunityconstructionislack oftalentandeconomicfoundationandthelevelofhealthcareandotherpublicinfrastructureofvillagecommunityisquitelow.Differenthistoricalevolutionandtheoriginofcollectionmaketheinherentspiritaccumulation,culturalinheritance,systemcognitiveandlivingcustomdifferent,whichleadstodifferentmoderndevelopmentlevel.ItmeansthatChinasnewurbanizationprocesscannothaveageneralpattern.UnderChinasnewurbanizationconnotationconstruction ofruralcommunity,therearetwodimensions:spirit andsubstance.Specifically,solidconstructionanddevelopmentofruralcommunityincludesthespiritandc
