Service-oriented government concept, including contains multiple value such as limitation, democracy, law, integrity, publicity and so on, injected new core value to enhance the government credibility and became an important support that push service-oriented government to gain credibility. In the process of service-oriented government, it is to define the credibility by construction of limited government, to gain the credibility by promoting political democratization degree, to maintain the credibility by legalization of government management, to enhance the credibility by quickening the construction of integrity government, to evaluate credibility by perfecting the system of government information publicity.
