The exploration of the spatial layout of city garbage dump and transfer station has vital significance on a sustainable development of city. In order to analyze the rationality of the spatial layout of JiXing garbage dump, and the transfer station of ZhuHui area, ZhengXiang area, YanFeng area, ShiGu area in HengYang, as well as the influence that the method of waste treatments bring about, this thesis utilizes NIMBY factors constructing NIMBY index to explore the NIMBY degree, and adopt the methods of field survey , questionnaire survey and AHP, divide the 18 NIMBY index into three parts named Public Cognition, Waste Behavior and Government Behavior to gather statistics. Through the field survey and the analysis of questionnaire survey, we will find the problems of the spatial layout of city garbage dump ,transfer station, and the methods of waste treatment, finally, we will bring up the correspond
