And on the other hand, due to the related policies and measures, and the environmental protection work long lag, a slow, causes our country environment change and the pollution phenomenon intensified. In the 90 s, with the Chinese government for the environmental protection work attached much importance to strengthen, Chinas environmental protection work actively spread, and, after that, our country begins to pollution of the environment responsibility of insurance of pilot projects. Along with the development of pilot work, in some preliminary results of also exposed many problems. This paper, focusing on environmental pollution and its liability insurance system established in our country the reason and the development present situation, the international and domestic development situation of contrast, and the results achieved and existing problems, etc, in-depth analysis of environmental pollution in China and its liability insurance system establishment, the necessity and feasibility of comprehensive and many factors on the system establishment puts forward the opinion of the feasibility. Finally, based on the international environment pollution liability insurance system of the implementation of the successful experience, and puts forward the system established in China and the regulations of the countermeasures
