国外城市地下空间开发利用对我国的启示 工管 0906 23 高俊 摘要 本文主要分析了城市地下空间规划的内容，任务，以及其开发利用的原因，现状，发展方向和发展的各个阶段，制度立法上的缺陷，以及国外城市地下空间开发利用对我国的启示。地下空间的开发利用有利于创造一个安逸舒适的生活空间环境，对人类社会的发展有着积极地推动作用。我国的地下空间开发利用早在解放战争后就开始发展，当时主要是用于城市防空和人民防空工程建设。后来随着社会经济的发展，资源紧张，环境恶化，人口增长，用地紧缺等问题的出现，进一步推动着地下空间的开发利用。但是由于现阶段法律制度的不健全，缺乏相应的统筹安排规划，导致地下空间资源的浪费。同时技术的不健全同样也限制着合理有效的开发利用地下空间。从国外一些国家地下空间的开发过程中可以看出，地下空间的开发利用是一个循序渐进的过程，不可盲目开发，要重视城市地面环境，克服恶劣环境，从而缓解城市用地紧张问题。 关键词：地下空间，空间规划，制度缺陷，利用现状，发展方向 The Enlightenment of Foreign Urban Underground Space Development and Utilization ABSTRACT This paper mainly analyses the content of urban underground space planning, development and utilization of task, and its present situation, development, the reason of the direction and development of each phase, the defects in the legislation，and the enlightenment of foreign urban underground space development and utilization. The development and utilization of underground space to create a comfortable living space environment for the development of human society has a positive role in the promotion. The underground space development and utilization in China in early war of liberation after the start, when is mainly used to develop urban air defense and civil air defense construction. Later, as the development of social economy, strained resources, environmental degradation, population growth, land shortage problem arises, such as further push the development of underground space utilization. But because the current legal system is not perfect, lack of corresponding arranging overall planning, lead to underground space resource waste.In some countries from abroad during the development of underground space can be seen, the underground space development and utilization is a gradual process, not blindly development, attention should be paid to the city ground environment, overcome bad environment of urban land and relieve tension problem.
