By analyzing both domestic and foreign regulatory systems, we can identify three key courses: deregulation and competition, management of access networks, and separation of network ownership. With regard to the first issue, we focus on the analysis whether the market power of NGN has been strengthened along with the progress of related access technologies. As for the second issue, this article identifies the developments of technologies, markets and regulators＇ stands in some specific countries.
