Introduction
新方案的确立是为了确保在新 ADS 政策下中国市场的管理体现公正、透明、持续的原则, 同
时使得中国游客在新西兰的旅游体验得到满足。
The new measures seek to ensure that the China market is managed in a fair, transparent
and sustainable manner, and that Chinese visitors receive a satisfying tourism experience
while they are in New Zealand.
第一个方案是通过增加在中国市场的营销活动来教育消费者及旅业新西兰作为一个高品质的
旅游目的地可以为游客提供什么;第二,政府方面同意将 ADS 的管理权由新西兰境内从业
委员会(ITOC)转交给政府,以加强对ADS 的管理。
The first measure is in the form of increased marketing activity in China, to educate
consumers and trade on what New Zealand has to offer as a high quality tourism
destination. Secondly, the government has agreed to strengthen the management of the
Approved Destination Status (ADS) system by moving its administration from the Inbound
Tour Operators Council (ITOC) and placing it within government.

Key features of the new ADS system
• 新西兰旅游局将管理 ADS 方案并建立一个 ADS 质检组。
Tourism New Zealand will administer the ADS scheme and establish an ADS
Monitoring Unit.
• 境内地接社可于 2007 年 11 月 1 日起申请 ADS 资质。每一个申请都将经新西兰旅游
局评估,以确保该公司及其主要联系人达到“合适及适当人选”的标准。
Inbound operators will be invited to apply for ADS approval from 1 November 2007.
Each application will be assessed by TNZ as to whether the company and its key
personnel meet a “fit and proper person” test.
• 向新西兰旅游局递交 ADS 申请之后,地接社须同意签署其行为准则。准则包括一系列
的条款,之后会具体列出。
By submitting an application to TNZ for ADS approval, operators agree to sign up to
the Code of Conduct. This will trigger a number of compliance requirements, which
are detailed below.
