Administrative Ethics and New Challenges Ahead: a working paper Richard K. Ghere Department of Political Science, University of Dayton, USA Abstract At the same time government ethics scholars seek consensus about the scope and centrality of public ethics as a field of study, new ideas and conversations emerge in the public administration literature that may significantly affect the way administrative ethics is understood in the future. Three conversations among public administration scholars raise provocative questions that may challenge our understanding of administrative ethics: (1) The institutional contours of public accountability, (2) administrative evil as an affront to professional ethics, and (3) complexity theory as pertinent to ethical leadership. This paper discusses how these three issues may change the focus of administrative ethics as a study and practice. Key words administrative ethics, accountability, administrative evil, complexity 1 Introduction Over the past few years, considerable attention has been devoted to assessing the subfield of administrative ethics with regard to the scope of its substantive concerns and to the quality of empirical research. Donald Menzel, for example, has provided several timely analyses of theory-building and empirical research efforts over the past three decades (1999, 2005a, 2005b). And in a 2004 article in the Public Administration Review, Terry Cooper stimulates conversation among scholars of government ethics about “the big questions” in administrative ethics that offer coherence to the study of public sector administrative ethics (2004). While scholars seek consensus about the nature of public ethics as a field of study, new research issues emerge that may steer thinking about administrative ethics in new directions.
