The Government Supporting System for Social Security Net Based on Sichuan Weak Community 1.LI Bing 2. XU Yan-na School of Political Science and Public Administration University of Electronic Science and Technology of China, Chengdu, P.R China, 610054 Abstract Weak community has already become the focal point that comes from different positions in the society at present. Therefore it’s necessary to establish the social security net to solve this problem, which becomes urgent for Socialism China and the market economy system. The social security net is also the necessary step for Chinese well-off construction and to construct harmonious society. In the process to solve the problem relating weak community, the government should bear the responsibility. As such, in the social support system for weak community, the government shall take the leading role to solve the subsistence and development problem as its basic administrative duty. Key words weak community, social security net, support system 1 Introduction The market economic reform has caused two effects for china, from one side, promote Chinese social economic development, and from other side, Chinese economic reform cause social structure vicissitude, as a result, the weak community cause hidden trouble for social stable and social development. Based on social theory, the weak community that caused by social reform, system vicissitude, organizational reform, structure adjustment and others are social weak community. And the main bodies of weak community include laid-off workers, the unemployed, farmers and agricultural laborers. In Sichuan, the social economic reform also has the similar performance and character comparing with other reform. Because of social economic reform’s establishment and development, there are three effects.
