The integrated optimization of intellectual resources manifests its superiority in innovation of public administration both at home and abroad. This paper compares the principal characteristics of material resources and intellectual resources, expounds the process and methods of the integrated optimization of intellectual resources in public managerial innovation and presents a mathematical model of the integrated optimization of intellectual resources in order to facilitate the transference and communication of information and boost harmonious growth of public administration. The integrated optimization of intellectual resources plays a more and more significant part in the course of innovation in public administration. Key words Integrated optimization, Intellectual resources, Innovation in public administration 1 Introduction The integrated optimization of intellectual resources, which involves different kinds of fields such as cognitive science and comparative analyses of intercultural thinking mode, is an administrative activity in the public managerial innovation, which is aimed at optimizing the process of intellectual activities, realizing rational distribution of intellectual resources and improving the innovative competence in public administration in order to transfer and communicate information and enhance the harmonious development of public administration.
