Then the paper tells us four principles need be cared in standardization: administration in law，democratic and open， procedure in due process ‘ harmony and unity. In the next chapter，the inevitably of emergenceand long existence of the red-head documents has been analyzed ，also include the harm causedby irregular documents and significance of standardization. Finally，from concepts conversion ， regulation establishment and supervision strengthen these three aspects，the writer presents seven concrete measures to deal with the irregular phenomenon: change the concept，clear up the power of executive branches.
