摘 要 我国农村商业银行反洗钱项目建设探讨 ——以某农商行为例 世界各国的经济发展相互交流、相互影响，直接引起金融活动的活跃。金 融活跃主要体现在金融服务品种不断增加、金融科技手段不断更新。与此同时， 依托金融渠道进行的洗钱犯罪活动也日益猖獗，不仅手段多样、特征多变，而 且逐步从经济发达国家转向监管手段相对薄弱的发展中国家。这就要求国际及 国内金融监管机构的反洗钱工作提出了新的挑战。 本文试图在了解国内外反洗钱相关研究的基础上，通过对监管部门反洗钱 监管制度的解读，探讨建立全面满足监管要求的自动化、智能化、流程化、参 数化的反洗钱工作平台的重要性。同时阐述目前农村商业银行反洗钱项目建设 的现状和存在的主要问题，探索反洗钱项目建设在农村商业银行的可行性和必 要性。最后以某农商行为案例，通过该农商行反洗钱项目建设的整体思路、实 施方案及效果分析，论证反洗钱项目建设是否能有效整合大额可疑交易监测与 报送、客户风险等级分类与调查识别、内外部监管报表报送等功能。 通过本文的探索与规划，希望能在整合反洗钱各项职能的基础上，构建一 个功能强大、流程清晰、规则先进、可自主监控和自主调整的反洗钱项目平台， 完善商业银行反洗钱工作机制，做深做透商业银行反洗钱工作，进一步提升商 业银行的风险防御能力，为商业银行的合规发展奠定基础。 关键词： 农村商业银行 反洗钱 反洗钱项目建设 I Abstract DiscussiononAntiMoneyLaunderingProjectConstruction ofRuralCommercialBankinChina The economic development of the countries of the world exchanges and influences each other,which directly leadsto the active financial activities.Financial activity is mainly reflected in the growing variety of financial services, financial technology means constantly updated.
