我国农村土地流转研究文献综述 【摘要】:阐述了农村土地承包经营权流转研究的意义:农村土地承包经营权的流转是农业、农村经济发展到一定时期的产物,是在传统农业基础上迈向现代农业的必经之路,具有重要的现实意义。分析了农村土地承包经营权流转的形式:发达地区的土地流转方式主要以转让、出租、转包为主而欠发达地区的流转方式主要以转包为主。造成这种现象的原因主要有:支持土地流转的法律和制度不健全、农民自身思想意识守旧、社会保障不完善、土地流转环境不成熟、金融支持不到位和政府职能的缺位或越位等。通过查阅相关文献,大多数学者认为要解决这些问题就必须完善土地流转相关的法律、制定积极的土地流转政策、完善土地流转市场、对农民进行广泛的宣传教育以及对职能部门进行有效的管理和监督。 【关键词】:土地承包经营权流转;政策;金融;农村;规模经营 【Abstract】：Describes the rural land contract management rights transfer research significance: the transfer of rural land contract and management rights are agriculture, rural economic development to a certain period of the product is the only way towards a modern agriculture on the basis of traditional agriculture has important practical significance. Analysis of the rural land contract management rights transfer forms: land transfer methods developed regions mainly transfer, lease, subcontract and main circulation mode underdeveloped areas dominated mainly subcontract. The main reasons for this phenomenon are: support for the legal and institutional land transfer is not perfect, the farmers themselves conservative ideology, social security is imperfect, immature land transfer environment, the financial support is not in place and the government functions, such as the absence or offside.
