Narrowing the Gap - A culture of achievement for all Developing a culture of learning for all Narrowing the learning gap in attainment for children and young people vulnerable to under achievement is a priority for the county council. This aim is central to our aspiration to raising attainment for all. Leadership for narrowing the gap at all levels is essential to effective practice in schools and the local authority. Developing a culture of achievement and attainment for all children and young people is central to narrowing the gap and a key task for leaders. “Culture can be defined as the shared values and beliefs of a school (or local authority team), what people agree is true and what people agree is right. Culture is a social record of individual learning- lessons about the world and human nature that can guide people in the successful execution of their roles and provide meaning to work. However, such beliefs become entrenched and can persist after changes in the schools environment render them irrelevant or harmful. Culture is therefore both a resource and a risk.” A Culture for Learning-Hay 2004 Developing a shared positive culture of high aspirations and expectations for learners vulnerable to underachievement is a crucial and needs to be at the heart of school and local authority plans to raise attainment. Making this expectation explicit is a task for all who work with children and young people. Background Many children do well in our schools but a significant minority of children do not. There is a clear gap between the attainment and achievement of the majority of children and those from particular groups that are vulnerable to underachievement. Narrowing this attainment gap is a national and local priority, reflected in our aspiration to improve outcomes for all learners. Some groups of children and young people are more vulnerable to underachievement than others and targeting these groups needs to be a collective priority for the whole c
