摘 要 员工薪酬制度是现代企业制度的重要组成部分，国有企业在建立现代企业制度的过程中，如何建立与之相适应的薪酬制度已成为企业管理领域的重大课题之一。本文以哈尔滨市烟草有限公司宾县分公司为背景，企业员工薪酬制度设计为研究课题，希望通过对它的系统分析和研究，对我国国有企业薪酬制度改革进行探索。本文首先通过分析当今主要的工资制度和我国国有企业基本工资制的演变过程，说明了企业的基本工资制度应随着经营环境的变化而做相应的调整，紧接着依据激励报酬理论，分析了哈尔滨市烟草有限公司宾县分公司现行的薪酬制度所存在的问题，指出了其缺乏激励作用的原因，并明确了其改进的方向。在上述分析的基础上，对其员工薪酬制度进行了改进设计。因此本文在对公司进行实习考察之后，结合公司目前正在进行的薪酬制度改革，来完善其薪酬制度设计，并对公司薪酬和管理制度等问题进行了分析、研究和设计，提出了一个劳动报酬激励和资本报酬激励有机结合的公司薪酬制度体系的设想。 关键词：薪酬制度；报酬激励；企业基本工资制 Abstract Staff remuneration system is a modern enterprise system, an important part of the state-owned enterprises in the process of establishing a modern enterprise system, how to create corresponding salary management system has become one of the major issues. In this paper, the tobacco companies Bin Harbin branch as the background, employees pay system is designed to research projects, hopes its system analysis and research on the reform of state-owned enterprises pay to explore. This paper analyzes the current wage system and major state-owned enterprises in China the evolution of the basic wage system, indicating the companys basic wage system should change as the business environment to adjust accordingly, followed by incentive compensation based on theory, Harbin City Bin branch tobacco companies pay the current system problems, and points out the reasons for its lack of incentives and a clear direction of its improvement. Based on the above analysis, staff remuneration system for its improved design, therefore, this paper investigated the company after the internship, combined with the ongoing enterprise reform pay system to improve its pay system design, and corporate pay and management systems are analyzed, research and design, proposed a return on capital remuneration incentives and corporate incentive pay system combining the idea of ??the system.
