On February 24, 1958 in Geneva, the United Nations Conference on the Law of the Sea was held for the first time, adoping “GENEVA CONVENTION ON THE HIGH SEAS, 1985”. It defines the term “high seas” as all parts of the sea that are not included in the territorial sea or in the internal waters of a State. And the high seas should be open to all nations; no State may validly purport to subject any part of them to its sovereignty.
