The municipalities must first of all have right ideas and long goals , that is to say , making the cities the most suitable ilving places in entironment. The cities should be not only with perfect func tions but also the most comfortable places for human beeings. Atfer a theoretical analysis , this paper compares two different models of city management between Dalian and Qingdao in order to illustrate the basic functions of the municialities in the city management.
