ABSTRACTBothOverallUrbanPlanningandComprehensiveLandUsePlanning（hereafterreferredas―TwoPlanning‖）arethestatutoryplanningofwhichtakelandallocationascore,andhavea―navigation‖roleinthestrategyofbotheconomicconstructionandsustainabledevelopment.Underthecurrentsystem,―TwoPlanning‖areauthorizedbytheUrbanPlanningDepartmentandtheStateLand Departmentrespectively,buttherearebifurcationbetweenthemincriticalissues,suchaslandscale used,landcompositionandsoon,duetodifferencesinthelegalbasis,compilationsystem,compilationmethodologyandauthorizationmodeetc.,sothattheauthorityandseriousnessof―TwoPlanning‖havebeenweakened,andalsoconfusetheurbanconstructionandlandmanagement,aswellasresultintheviolationtoadvancelandtargetused,andalsoisincompetentforprotectingsuburbcultivatedland.Soastoprovidethescientificeffectivebasisoflandadministrationforurbanandruralharmoniousdevelopment,itisnecessarytochangetheexistingplanningapproach,thatistolink uptheplannedLandUsePlanningandinmarket based UrbanPlanning,andcoordinatetheurbandevelopmentandresourceprotection.Thestudyinthispaperhasreviewedthedevelopmentexperienceof―TwoPlanning‖,andanalysesthevariationanddevelopingtrendontheissueslinkingup―TwoPlanning‖duringdiffidentperiods,especiallylinkingupoutstandingobstaclesbetween―TwoPlanning‖,includedguidingideology,planningsystem,compilationmethodologyandmanagementmode,etc..Combingthroughthepracticecasesoflinkingup―TwoPlanning‖from domestic variousareas, the experiencesofplanningcompilationmanagementaresummarized,andthefurtherresearchdirectionhasbeenputtedforward.Firstly,atthelinkupofplanningcompilationsystems,learnfromtheexperienceofinternationalstrategicspatialplanning,thisstudypaperhaspointedouttheproblemsexistinginthedomesticcompilationsystemthathaverestrictedthelinkupof ―TwoPlanning‖,sothatputsforwardthemeasuresinwhichthehigh-levelstrategicplanningshouldbesetuptoorchestrate―TwoPlanning‖.Secondly,attheaspectoflinkingupplanningcompilationapproach,thepaperhasresearchedthedivisionofworkandcollaborationstrate
