饲养宠物论文：论我国城市中饲养宠物的法律规制 【中文摘要】随着我国城市化的进程发展,越来越多的城市居民将宠物纳入不可或缺的家庭成员之一。近年来,宠物数量与宠物产业的需求更是高速发展,宠物与城市居民生活、生态以及经济活动的关系也愈加密切。但由于我国宠物立法领域的滞后及缺乏,在应对城市宠物带来的伤人、扰民、疫情传播、环境污染等社会问题时,管理部门已难以有效地行使其管理职能。同时,宠物饲养规范及防疫管理难度加大、虐待和遗弃宠物现象严重、流浪动物收留和领养困难、宠物交易市场混乱、宠物密度及总量缺乏宏观调控等一系列问题也相继提出,需要对城市家庭宠物饲养及宠物市场管理进行系统的法律规制。本文旨在阐述我国城市饲养宠物现状及立法概况,介绍国内外的宠物立法、宠物行政管理的特色做法,在法律规制层面上积极探索城市宠物管理的发展方向,适时调整法律和政策体系,积极推动城市宠物业的健康发展。 【英文摘要】Along with our country city changes a process to develop, more and more city residents will pets into an indispensable member of the family. But because our country pet legislation in the field of lag and lack of, in response to the city bring pets wounding, nuisance, epidemic spread, environmental pollution and other social problems, management has been difficult to effectively exercise their administrative functions. At the same time, pet feeding standard and epidemic prevention management difficulty to increase, abused and abandoned pets phenomenon is serious, stray animal shelter adoption difficulties, and the pet market confusion, pet density and total lack of macroscopically adjusting control to wait a series of problems are put forward, the need for City family pets and pet market management system, legal regulation.
