甘肃省动物卫生监督体系建设现状分析 岳青海，赵春林，王登临，杨　虎，兀　征，王　军 （甘肃省动物卫生监督所，甘肃兰州　730030 ） 摘　要 ：探究甘肃省动物卫生监督系统综合执法改革现状，为新一轮兽医体制改革提供参考。本文以2014— 2016 年度甘肃省动物卫生监督体系建设数据为对象，着重分析了综合执法改革试点前后所面临的管理机制不完 善，监督执法力量削弱，行使委托执法职权风险大，县、乡机构设置有待规范等新老问题，提出了推行畜牧兽 医综合执法，积极沟通并争取支持及做好执法衔接，减少职权委托的有关建议，以适应中央的改革部署及更好 的依法履职。 关键词：综合执法；兽医体制改革 ；监督管理 ；问题；建议 中图分类号： S851.32　　文献标识码 ：C　　文章编号 ：1005-944X （2017 ）03-0051-03 DOI ：10.3969/j.issn.1005-944X.2017.03.013 Analysis on the Building of Animal Health Supervision System in Gansu Province Yue Qinghai ，Zhao Chunlin ，Wang Denglin ，Yang Hu ，Wu Zheng ，Wang Jun （Gansu Animal Health Supervision Institution，Lanzhou ，Gansu　730030 ） Abstract ：For the purpose of exploring the reform status of comprehensive law enforcement by Gansu animal health supervision system ，and providing reference for the next round of veterinary system reform，an analysis was conducted based on data relating to the building of this system during 2014—2016. Major problems faced before and after pilot reform were analyzed emphatically，which included the unsound manage system ，poor supervision and law enforcement，high risk of exercising the power of entrusted law enforcement ，as well as the improper institution setting in counties and townships. In order to adapt to the reform of central government and to better fulfill the responsibilities by veterinary personnel ，related proposals were given ，such as implementing comprehensive law enforcement in animal husbandry and veterinary industry，communicating actively to rally support，attaching importance to issues concerning coordination for law enforcement，and reducing authorization of functions and powers，and so on.
