Municipal Solid Waste Treatment Engineering Research Centre of Hunan Environmental Protection, Hunan Changsha, 410013, China) Abstract: By sampling investigation, case analysis and literature research, this paper analyzed the present situations and existing problems of the CD waste resource utilization industry base on the view of industry development chain. The study found that the development of CD waste resource was affected by both the market logic and the government regulation during this immature stage, there still have several key elements blocked the development of the industrial chain. It is implicit that environmental benefi ts greater than the dominant economic benefi t, and the paper points out that environmental benefits have obvious positive externalities; the economic conditions of the industry’s have no obvious appeal to social capital, so it need the government to release dividend. This research may have reference value for policymaker to develop strategy which is suitable for domestic conditions in china.
