Through suitable investment, it woulf help to achieve the biggest economic benefit, promote the revolution and innovation of the national reserve management system.At present, if we want do some research in this field, we must know well about the existing problem in the traditional management management model and solve it, to avoid the waste of the idle money and increase the cash circulation, and improve the use effectiveness of the reserved cash. What’s more, from the longterm view point, it is a must to build a new national reserve cash management system under the socialism market economy system.In this article, on the basis of centralized income and outcome system, the author consist to analysis by the putting the problem of our national reserve management into the building of public finance frame. With the guidiance of the public finance and time value theories, the author analysis the need and cost of the national reserve cash management system innovation from the aspect of system economy.In this article, the author gets the necesity and flexibility of the national reserve cash management revolution and innovation by comparasions vertically and horizontally with the old traditonal management model and model of the successful experience of the developed market countries.With the combination of ration analysis and property analysis, the author woud analysis how to build a new model of national reserve management system, and get the conclution on how much cash would be the suitable quantity.
