However,inthedomesticacademiasofar,notenoughattentionhasbeenpaidtopublic credibilityoftheadministrativereviewsystem.Ontheotherhand,inordertooptimizethe functionsoftheadministrativereviewsystem,aseriesofjustice-orientedand procedural-focusedreformingmeasureshavebeencarriedoutinrecentyears,buttheeffectis minimal,thereasonofwhichcanbesafelyattributedtotheabsenceofreforminthe administrativereviewsubjectsystem.Researchesonthereformoftheadministrativereview subjectsystemareprosperousinthecurrentdomesticacademia,engenderingmixedviews, butowingtothelackofpubliccredibilityplayingaguidingrole,thebasicconsensushasyet tobe reached.So,itisnecessarytotakepubliccredibilityoftheadministrativereviewsystem asthestartingpointaswellastheendinthereformoftheadministrativereviewsystem,and which should focus on thereform ofthe administrative reviewsubject system.Publiccredibilityoftheadministrativereviewisacombinationofvariousabilitiessuch asjudgment,acceptance,binding,autonomyandself-control,whichevolvefromatrustfor publiccreditpresentedinthepowerofadministrativereviewduringtheprocessof institutionalizedconstructionandoperation.Thosefiveabilitieshavetheirownrespective generativemechanisms.Administrativereviewjudgmentcomesfromreviewpersonnel’s abilitytounderstandandapplytherulesofevidence,legalapplicationandmeasurementof administrativereasonableness.Administrativereviewacceptanceoriginatesfromaseriesof legitimatemechanismsofadministrativereviewprocess,includingopeningprocedureand acceptingapplicants’participation,permittingapplicants’rightsoffullyexpressingtheir viewsandgivingnecess
