Basing on the drawing on existing theory, thispaperdefinesthe concreteindexestoevaluatetheentrepreneurialenvironment,entrepreneurialclimate andentrepreneurialintention.Besides,itdesignsaquestionnaireinaccordancewith theentrepreneurialintentionofcollegestudentsinHefei.What’smore,thedata countedfromthequestionnaireisarrangedbythesoftware‘SPSS’,witharesultthat thelevelofgeneralentrepreneurialintentionofcollegestudentsinHefeiisquitelow. Further theory analysis and statistical test showthreeareasresultinginthequietlow entrepreneurialintention:thefirstoneistheentrepreneurialabilitywhichreflectson thelackofcapabilityininnovation,inmanagementandforesightinmarket;the secondoneistheentrepreneurialconditionismanifestedintoolittleinvestmentin thetrainingandeducationamongcollegestudentsforentrepreneurshipandthe difficultiesinraisingfund,aswellasthedifficultiesingainingthenewtechnologies, new scientificandotherknowledgetobacktheentrepreneurship;theentrepreneurial atmosphereisthelastone,whichismainlyembodiedintheinactiveattitudeof publictowardsentrepreneurshipamongcollegestudents,theinsufficiencyofservice sensebygovernmentandrelevantuniversitiesforgraduateentrepreneurshipandthe small number of university students beginning the entrepreneurship.Atlast,bymeansoftheanalysisoffactorsaffectingtheentrepreneurialintentionofcollege studentsinHefei,thispaperprovidesmanyrecommendationstoinspiretheentrepreneurialand improvetheentrepreneurialintentionofcollegestudents,suchasproposingbusiness environment,fosteringastrongbusinessc
