AbstractDomestic real estate industry is developing rapidly, which brings up the real property investments year by year. Meanwhile, the real estate market becomes increasingly competitive. How can the real estate enterprises survive and develop in such a market full of fierce competition. Cost management whose effect is decided by the managing ways and methods is a key factor.Research on the project cost management of real estate is carried out in this paper based on the benchmarking theory. First of all, it describes the basic concepts of benchmarking, benchmarking formation and development, benchmarking type and role, and benchmarking implementation procedure. Secondly, according to the life cycle partition of real estate project, it discusses the elements of cost management in the real estate enterprises in the investment decision stage, design stage, tender stage, construction stage, final acceptance stage, and builds a concept model in the project cost management of real estate based on the theory. Finally it will demonstrate this model through several cases to verify its practicability and validity by stage. Research results showed that: the real estate enterprises carry out benchmarking in project cost management; learn the best methods of cost management from the competitors, brother enterprises, construction company, and other sources learning; identify the best practice example of cost management which is the most suitable for the own needs; then fully apply it to the cost management, which will be able to improve the cost management level, and reduce the project development costs, and bring to fitness economic and social benefits. All these ways can invincible in the fierce market competition.The study of this paper will help domestic real estate enterprises improving the level of project cost management, increasing the profits and strengthening the comprehensive competitiveness.Keywords: Core Competitiveness, Real Estate Development,
