优秀毕业论文 精品参考文献资料 摘 要 控制性详细规划是我国具有法定效力的规划层次之一，自《城乡规划法》实施以 来，控规地位得到了进一步提升，已成为调控城市土地开发和各项建设活动的直接依 据。但是在变幻莫测的市场形势和层出不穷的调整需求面前，控规“一控就死、一放 就乱”的尴尬境地却未能因其地位的上升而有所转变。 为提高控规的合理性、科学性和可实施性，改进控规编制办法，本文借鉴弹性控 制理念，将弹性控制的思想充分运用到指标确定这一控规最核心的工作之中，使得指 标确定方法弹性化、合理化。为此，文章首先对控规的产生背景与发展概况进行简要 梳理，在此基础上重点分析了目前控规发展中暴露的频繁的调整需求与严格的修改程 序这一对矛盾，并围绕这一矛盾，剖析指标确定方法中存在的问题，主要体现在确定 依据不足、赋值分析片面、控制力度偏颇、决策机制不够完善等四个方面。其次，借 鉴弹性控制理念下国内外控规先进方法，分析如何将弹性控制理念引入控规，着重分 析赋值和决策两个阶段引入弹性控制理念的必要性和主要内容。再次，以解决问题为 导向，明确指标确定的前期工作系统化，指标赋值科学化，控制手段弹性化，决策机 制多元化这四个原则，提出综合协调奠定赋值基础、科学合理确定控规指标、刚柔并 济优化控规指标、多元决策完善控规指标等四条思路。最后，将上述原则与思路运用 到用地性质、容积率、建筑高度三个控规核心指标的确定中，分别提出直观的、可操 作性较强的“三步走”的确定方法与步骤。 关键词： 弹性控制理念，控规指标，确定思路，确定方法 Mas Master Dissertation of Suzhou University of Science and Technology Abstract II II ABSTRACT Regulatory planning, a specific level of the legal planning system, has been largely promoted since the implementation of the new Urban and Rural Planning Law. It has become the direct reference to the control of land development and various constructions. However, it still has a long way to achieve the balance between feasibility and flexibility. To promote the reasonability and feasibility of the regulatory planning, this paper makes full use of the idea of flexible control to index evaluation based on the elastic control concept, making the index evaluation flexibility, rationalization. Firstly, it gives a brief introduction of the origin and development of regulatory planning with the analysis on the contradiction between the frequent adjustment requirements and strict adjustment procedure. Then it focuses on main aspects of the contradiction and analyses in respect of index evaluation, assignment analysis, flexible control and decision mechanism on a basis of case study. Secondly, learning from the best practices from both home and abroad, it explores the necessity and content of introducing the concept of flexible control.
