摘要生态环境是人类赖以生存和发展的基础。20世纪中叶以来，随着我国经济社会的迅速发展，资源环境和人口社会发展的矛盾日益激化，生态环境的破坏和污染已成为制约我国科学发展的瓶颈。频频发生的重大生态环境问题，一次又一次的给我们敲响了警钟：生态环境已成为一种稀缺资源，必须加以合理利用和有效保护，生态补偿已迫在眉睫，可持续发展理念正逐步深入人心，成为世界的共同脉搏。但是，在对生态环境保护的过程中却产生了一个悖论：越贫困的地区越不能发展，只能为发达地区无偿提供优良的生态环境，而发达地区却很少顾及为他们提供优良生态服务的贫困地区，从而导致发达地区发展越来越快，而贫困地区只能面对“抱着金饭碗要饭”和“饿着肚子呼吸新鲜空气”的尴尬局面。因此，运用政府间财政转移支付制度进行纵向和横向生态补偿已成为必然选择。本文共分五部分，按照“政府间财政转移支付制度实现生态补偿的必要手段---现行转移支付的问题---国际经验借鉴---优化设计方案”的逻辑关系，从不同的视角对生态补偿背景下政府间财政转移支付制度进行了研究。第一部分导论主要阐述了论文的研究背景和意义。第二部分首先从生态补偿和政府间财政转移支付制度等概念界定入手，从公共财政视角分析了生态补偿的五大理论基础，得出了政府间财政转移支付制度是实现生态补偿的必要手段这一结论。第三部分阐述了现行政府间财政转移支付制度存在的诸多问题。第四部分通过对美国、德国、日本等发达国家转移支付实践的研究和描述，得出了对我国生态补偿的经验启示，也为我国生态补偿奠定了经验基础。第五部分提出了生态补偿视角下我国政府间财政转移支付制度的优化设计方案。完善政府间财政转移支付制度，是贯彻落实科学发展观，构建社会主义和谐社会的重大举措，能够更好地进行生态补偿，实现地区生态均衡发展，使我国走上可持续发展的轨道。关键词：生态补偿；政府间财政转移支付制度；三江源区；可持续发展ABSTRACTEcologicalenvironmentisthefoundationofhumansurvivalanddevelopment.Sincethemid-20thcentury,withtherapiddevelopmentofChinaseconomicandsocial,resourceandenvironmentandpopulationincreasinglyintensifycontradictionsofsocialdevelopment,ecologicalenvironmentdestructionandpollutionhasbecomethebottleneckofrestrictingscientificdevelopmentofourcountry.Majorenvironmentalproblemsoccurredfrequently,timeandtimeagaintogiveusawake-upcall:theecologicalenvironmenthasbecomeascarceresource,mustberationallyutilizedandeffectivelyprotected,ecologicalcompensationisimminent,theconceptofsustainabledevelopmentisdeeplyrootedintheheartsofthepeoplegradually,andbecomethecommonpulseoftheworld.However,therehadaparadoxintheprocessoftheecologicalenvironmentprotection:themoredeprivedareascantdevelop,canonlybefreefordevelopedareastoprovideexcellentecologicalenvironment,whiledevelopedareasseldomcareforpoorareas,providingthemwithgoodecologicalservicesdevelopmentfasterandfaster,resultinginpoorareascanonlybeinthefaceofawkwardsituation“holdingtheironricebowlrice”,“hungryabreathoffreshair”.Therefore,usingtheintergovernmentalfiscaltransferpaymentsystemforverticalandhorizontalecologicalcompensationhasbecomeaninevitablechoice.Th
