摘 要 公共服务能力是一项整合公共服务意识、公共服务态度、公共服务技能、公共服务 方式的系统能力。乡镇公务员是提供农村公共服务的主导力量。在新农村建设和构建服 务型政府的背景下，建设一支服务素质高、服务能力强的乡镇公务员队伍是强化乡镇政 府公共服务职能、推进农村公共事业发展的必然要求。但目前，乡镇公务员公共服务能 力的现状不容乐观：一方面，服务意识和宗旨观念淡化，一部分理应“为民谋利”的公 仆，却演变为“与民争利”的权势阶层；另一方面，服务技能老化和服务方式落后，导 致乡镇公共服务与广大农民的现实需求相去甚远。究其原因，乡镇待遇水平偏低、晋升 机会渺茫、表彰奖励实施不力、能力开发不到位等激励措施的滞后，使乡镇公务员的物 质、晋升、社会地位、自我实现等正当需求得不到满足，因而缺乏服务群众的积极性和 提升公共服务能力的责任感。设计科学、运转协调的激励机制是提升乡镇公务员公共服 务能力的重要手段，它不仅能满足乡镇公务员的物质利益需求，更能引导和发展其高级 需要，激发其自觉增强服务意识、培育服务技能、改进服务方式和提高服务品质。因此， 本文针对目前乡镇公务员公共服务能力的不足和与此相关的激励机制的缺陷，以提升乡 镇公务员公共服务能力为目标，试图从完善薪酬、晋升、荣誉、发展四个与满足公务员 多层次需要密切相关的激励机制入手，探讨健全乡镇公务员公共服务能力提升的激励机 制的基本对策。 关键词：乡镇公务员； 公共服务能力； 激励机制 I Abstract The capability of public service is the systematic integration of public service consciousness, public service attitude, public service skill and the method of public service. Township officials are the leading force to provide rural public service. Under the background of building the new countryside and constructing the serving type government, it is the inevitable requirement to build a township officials’ team with high service quality and strong service ability for strengthening township governments public service function and advancing the development of rural utility. But at present, the situation of township officials’ public service ability allows of no optimism: On one hand, service consciousness and aim idea are desalinized. A part of public servants who ought to be “serving the people”, evolve into the power stratum of “fighting for the profit with the people”. On the other hand, service skill wears out and service method lags behind. It lead to the township public service differs from peasants current demand greatly.
