内容摘要国以才立，业以才兴。随着科学技术的不断发展，技能人才(特别是高技能人才)在 推动我国技术创新方面所发挥的巨大作用越来越得到肯定与重视。加强技能人才队伍建 设，有利于推动我国产业结构升级，有利于加快实施人才强国战略，有利于推动建设创 新型国家。重庆市一直在致力于构建西部地区和长江上游的人才集聚高地。重庆市委 2013 年做出的划分“五大功能区”的决定，必然会引发全市产业结构的新一轮优化与调 整。在这种背景下，纳入重庆市“城市发展新区”的 B 县要在产业结构调整过程中争取 更大的发展，有必要研究作为 B 县工业产业发展重要支撑的技能人才队伍建设情况。本文综合运用文献分析法、访谈法、问卷调查法，收集整理 B 县技能人才队伍在基 础数据、培养鉴定、政策制定、培训机构建设等方面的情况，概括和总结了 B 县技能人 才队伍建设存在的具体问题及其成因，并就进一步加强 B 县技能人才队伍建设提出了具 体对策。本文主要包括以下几个部分：第一部分是绪论。介绍了选题背景及意义，国内外相 关研究情况，以及文章的研究思路、方法和创新点。第二部分是 B 县技能人才队伍建设 的现状分析。介绍了重庆市技能人才队伍建设情况、B 县及周边区县技能人才队伍建设 目标任务情况、B 县技能人才队伍建设现状和 B 县技能人才队伍建设问卷调查情况。第 三部分是 B 县技能人才队伍建设存在的主要问题。指出 B 县技能人才队伍建设存在供 需矛盾较为明显、具有结构性矛盾、职业培训相对滞后、人力资源服务体系建设相对滞 后、管理机制需要完善、人才观念需要进一步转变等问题。第四部分是 B 县技能人才队 伍建设的对策建议。建议包括理顺政府职能部门管理机制、优化支柱产业布局、加强技 能人才队伍制度建设、建设人力资源市场、营造良好发展环境风等方面。本文为关于技能人才队伍建设的后续研究提供了资料上的积累。同时，也从方法学 上为 B 县开展农村实用人才、企业经管人才、社会工作人才建设情况的研究积累了一定 的经验，具有较强的实践价值。关键词：技能人才；队伍建设；路径选择AbstractThe ex-president Hu Jingtao once says the prosperity of the country and the career depends on the talent.With the continuous development of science and technology, skilled talents especially high-skilled talents have been given more and more recognition and attention ,for they play critical roles in promoting China’s technological innovation. Strengthening the skills of talents can promote upgrading of Chinas industrial structure , speed up the implementation of Stratagem Strong Country with Talent,and benefit the construction of an Innovative Country. Chongqing has been working to build the highland of talents in western region and the upper reaches of the Yangtze River.The division of Five Functional Areas by The Chongqing Municipal Committee in 2013 will inevitably lead to a new round of the citys industrial structure optimization and adjustment.
