AbstractSince 1960s, German has done abundant researches and experimentations to establish green roof technology, and also built a wholesome green roof policy system. As green roof can bring huge social, environmental, ecological and economic benefits, European countries, North America, Asian countries successively began to develop this industry. Green roofs can bring many benefits to sustainable development such as energy consumption reduction, stormwater management, urban heat island improvement, urban air quality improvement, roof maintenance, urban biodiversity and community amenities creation. The key influencers in promoting green roofs are technology and policy. Green roof is not a new concept in China and the technology is relatively mature, while there is a deficiency researching about how to promote green roofs by policy, which has already been a significant barrier to promote green roofs. Therefore, researching the shortage of the existing policies in China, learning from the effective experience of international communities, analyzing the existing economic and social environment for the construction of green roofs in China, and proposing how to establish a comprehensive mechanism by policy for the construction of green roofs, could be a reference for sustainable development of cities.Through the study of green roof policies in Germany, the United States, and Japan, in which green roofs have already had a high prevalence rate, and the comparison of green roof policies between China and those countries, this thesis analyzes the successful experience and the deficiency of some policies.
