Establishment and development of the system for five guarantees stability and peoples lives, social stability has an important role and significance. Firstly the research background and significance, research ideas and research framework to do a simple exposition, carefully review the development process of Chinas five guarantees system, lessons learned, not only to lay the foundation for the development of five guarantee system, while promoting five guarantee object services to help.In this paper, five guarantee system are constructed on the theory and reality are discussed.This paper consisits of five parts,the first part is theintroduction,described the research background and significance 、researchideas、research framework and methodology of the five guarantee，at the same time,described the theoretical basis and involved in this paper.The second partfocuses on the development and changes of the five guarantee system.Through the description of four stages of development and the characteristics of our country’s five guarantee system, changes in the process of five guarantee system.
