论 文 题目：中国动漫产业：扶持与成长 ——基于幼稚产业保护理论的分析 本科学校： 浙江工商大学 学 院： 章乃器学院 专 业： 国际经济与贸易 姓 名： 谢作灵 报考专业： 国际经济与贸易 二○ 一三 年 ○ 三 月 摘要 幼稚产业保护理论作为一种贸易保护理论，被看作自由贸易的例外而得到普遍承认。其基本观点是对幼稚产业进行保护，以培养其自身的竞争力, 待产业成熟后再参与竞争。在全球化的进程中，发展中国家不可避免地要面对国内幼稚产业保护及其竞争与发展的问题。 而动漫产业就是当前中国的幼稚产业之一。中国有句俗话：“起个大早，赶个晚集。”用这句话来描述我国动漫产业再贴切不过了。动漫产业作为“朝阳产业”，其经济价值效应显著。中国动漫产业起步很早，也取得过骄人的成绩，但是之后的发展却大大落后于美国、日本等发达国家。动漫产业的发展面临着来自美日韩的巨大竞争压力。近年来，国家颁布和制定了一系列保护政策，《“十二五”时期国家动漫产业发展规划》第一次将动漫产业单列规划，可见国家对动漫产业及其重视。 本文通过与主要动漫国家的对比分析，结合中国动漫产业的发展现状，借助经济学理论，鉴定中国动漫产业的幼稚性，并借助数量分析对我国动漫市场发展的影响因素及前景进行预测。最后，本文还考察了国家近年来对动漫产业的相关保护政策及其绩效。 关键词：动漫产业； 幼稚产业保护理论；计量分析； 产业政策 Abstract Infant industry theory, a kind of trade protection theory, has been widely accepted as an exception of free trade. Its basic idea is to protect infant industries so as to develop its own competitive power and compete again when it becomes mature. Chinas animation industry is one of the infant industries. It has a long history, and also has made great achievements in the 1950s, but later it developed in a slow speed and gradually fell behind the United States, Japan and other developed countries. In recent years, China has paid great attention to animation industry in the hope that it can develop quickly. Analyzing the main cartoon countrys animation industry and the current situation of Chinas animation industry, this article tries to prove that Chinas animation industry is still an infant industry, but it has a bright future. Government has put forward many policies to promote the development of this industry and great progresses have been made in the past decade.
