AbstractDuetotheeconomicglobalization,theprogressofcommunicationtechnology,thesaturationofcustomersandtheincreasinglydrasticcompetitionofmarket,themobileoperatorshavefacedwithgreatpressuresuchas,theslowinggrowthofincome,theincreasedoperatingcost,thedescendednetprofit.Inrecentyears,themajordomesticoperatorshavetakentheoptimizationofsupplychainmanagementtostrategiclocation.Inordertogetalow-cost,high-efficiencyoperationalservicechain,tosupportoperationofenterprise,tocreateandenhancethevalueandtoconstructthecorecompetitivenessofoperating,hopefullybyfocusingontheprocurement,thelogisticscostandtherelationshipbetweensuppliersandcustomers.Thesupplychainofmobileoperatorisdifferentfromtraditionalmanufacturingsupplychain.ThepracticeofsupplychaininChinastartsalittlebitlate.Itispresentlyinthestageoftheoreticalsummarizationandinitialexploring,whichwehavetowadeacrossthestreambyfeelingtheway.Becauseofthelatebuildingofsupplychainmanagementsystemandtheprofessionalorganizedoperation,thetargetandmodelexistmanyuncertainties.Anurgentrequirementofmanagementmodeandoptimizationstrategyistherebyneeded.Astheheadstreamofwholesupplychainandtheleadingfactorcontrolledbyupstream,thesuppliermanagementisoneofmostimportantpartsinsupplychainofoperator.Onesideitcanprovideresourceforproductionandoperationofenterprise,ontheothersideitcaninfluenceonprofitandthestatusinindustrychainofenterprise.Therefore,theenhancementofmanagementabilityforsuppliercanbetreatedasanotherengineofenterprisedevelopment.AscientificandeffectivesuppliermanagementsystemisthekeyofincreasingthelevelofsuppliermanagementforHmobileoperator.Atpresent,Hmobileoperatorhasnotsetupasophisticatedmanagementsystemforsearchingsource,certification,evaluationandmotivationofsupplier.Thispaperhasfocusedontheconstructionandoptimizationofsuppliermanagementsystem,gettingalow-cost,high-efficiencyoperationalservicechainandconstructionofcorecompetitiveability.Comprehensivelyusingthetheoryofsuppliermanagement,startedwiththecurrentsituationandproblem,itisstu
