On the basis of its preferential investment policy and special management system, the development zone has remarkable effects on both economy and social management. Suzhou Industrial Park, as a Sino-Singapore development zone, learnt from Singaporean managerial expertise. It formed a large communitys management system which has its own characteristic in the construction of communities. The park also regarded community working committee as grass-rooted administrative management agency and mainly serves the surrounding areas. Taking the HuXi Community for example, the following passage discuss the management system and the services of large community. Chapter One focuses on the related conception, including the development zone, the large community, the community services, as well as the adopted theoretical model for community construction. Chapter Two, on the basis of introducing the general conditions of the Suzhou Industrial Park and the HuXi Community, detailedly analyses the operating mechanism of community working committee, neighbourhood committee ,owners committee, community workstation, social workers and the organization. It also analyses the community service condition, whose carrier is the neighbourhood centre. N
