体现状入手，通过对国内跨域环境污染治理有关的理论著作和学术论文等文献资料的研究，在对我国跨域环境污染的现实表现、组织管理模式及运作机制进行描述和梳理的同时，对跨域环境污染治理取得的效果及其原因进行了简要阐述。其次是着重聚焦个体，从跨域环境污染治理的具体领域出发，选取较有代表性的长三角地区雾霾污染治理作为研究对象，通过对长三角地区雾霾的现状、治理模式及治理效果的研究，发现并指出长三角雾霾治理中存在的问题以及其所面临的各项挑战，为进一步制定对策提供了事实依据。本文对于美国、日本、伦敦在大气污染治理方面的成功经验做了总结与归纳，并结合我国大气污染的现实状况，从防治措施和协同联动两个角度对于我国长三角地区的大气污染有效治理提出几点启示。最后，在协同治理理论的指导下，本文尝试探索一条政府、企业和非政府组织及公众等多元力量的共同参与的新的大气防治协同治理机制。从“横向协同”、“内外协同”、“参与协同”三个维度提出了政府如何在长三角雾霾治理中充分发挥其主导性作用的基础上，进一步发掘、调动自身、市场和社会的积极性，建立起使政府、市场、社会的力量紧紧联结起来的路径模式。由于本文构建的路径模式还在积极探索过程之中，需要在今后实践中得到进一步论证和完善。关键词：跨域环境污染，协同治理，长三角，雾霾治理IIRESEARCHONSYNERGETICGOVERNANCEOFCROSS-DOMAINENVIRONMENTPOLLUTION—ACASESTUDYOFHAZEGOVERNANCEATYANGTZERIVERDELTAABSTRACTSincethereformandopeningup,beingaccompaniedbytherapidgrowthofChinasnationaleconomy，profoundchangeshavehappenedonoursociety,ThebehaviorofwhichistakingthecostofsacrificingtheecologicalenvironmentandpursuingGDPgrowthblindlycausedenvironmentalpollutionphenomenonhasfollowed.Owingtotheintegrityofenvironmentalpollution，thedifferenceofregionaleconomicdevelopmentlevelandtheconsciousnessofenvironmentalprotection,environmentaldamageshavehappenedfrequentlyatthejunctionofregions,theinfluenceofcross-domainenvironmentalpollutionisbecominggraduallyextensiveandsevere.Especiallymorethantenprovincessufferingawidearea、longtimehazedisasterweatherattractsthesocialwidespreadattention.Forthefeaturesofcross-domain、involvinginawiderangeandcomplicatedcauses，FogandHazesgovernancenotonlyasksourIIIgovernmentchangingtheinherentthinking，meanwhilebreakinggeographicalspaceconcept、administrativeresponsibilityrestraintandlegalobstacles,butalsoneedsmobilizethepluralisticsocialsubjectfully,especiallyneedsEnterprise、NGOandthepublicjoinanddealwith.So,introducingtheresearchonsynergeticgovernanceintocross-domainenvironmentpollution,thispracticewilleffectivelypromotegovernmentchangefromsinglemodetomultipleinteractivemode，comingintobeinggoodsituationwhichtherearesynergeticgovernanceinthewholesociety.Weusedtheresearchmethodfromgeneralstudytotheindividual.
