聊城市完善农村财务管理模式的对策研究摘要农村财务管理不仅仅是拥有九亿人口农村中的一项极其重要的基础性工作， 同时又是农村中存在的热点、焦点、难点问题。而且关乎到群众的切身利益，关 系到农村的改革发展与稳定，关系到社会主义新农村的建设。因此积极思考并选 择适合农村发展特点的农村财务管理模式，是加强农村财务管理工作的需要，是 促进农村集体经济发展的需要，是确保农村集体资产增值保值的需要，也是维护 农民的切身利益，巩固党在农村执政基础与地位的需要。 论文从聊城农村财务管理模式的变迁过程之中，得出了农村财务管理模式的 演变、农村经济体制的变革以及农村经济的发展与农村财务会计管理工作水平的 提高是密不可分，借鉴两权分离理论、委托代理理论及制度变迁理论等，比较分 析了现行的几种农村财务管理模式的内涵，优缺点。在此基础上，对农村集体财 务管理模式的设计与选择作出了系统的研究。这种研究对于切实解决农村财务会 计管理中的问题与农村财务会计管理体制创新有很大的帮助；对于加强农村财务 会计管理具有极其深远的战略意义和十分重要的现实意义。通过对山东省 2006年底实行“村级会计委托代理制”模式的数据资料，得知山东省农村 2006 年底 就较普遍地采用了村级会计委托代理制，说明这种模式在农村己经得到了较为广 泛的应用；借鉴农村财务管理模式的成功经验进行归并，通过问卷、走访、交流 等方法对聊城涉及 160 个行政村进行了调研，并进行了结果分析，提出了适合聊 城农村财务管理的模式及改革和完善措施。 论文结合聊城农村经济现状，选择适合当地实际情况的管理模式。不能搞一 刀切、搞统一模式。通过调研“村级会计委托乡镇代理”模式是目前聊城农村广 泛应用的一种财务管理模式。该模式既取得了成效，同时也出现了这样那样的问 题。借鉴企业财务管理原则又提出了对于高唐县高唐镇、东昌府区的郑家镇、李 海务等所属村集体经济相对发达的乡镇，村级财务管理已经达到较高层次。客观 上要求创新村级财务的管理模式，向着更高层次发展。也就是取消“村账乡管”， 将会计管理职能还给村委会，实现“村财村管”管理模式。而相对于聊城市其他 集体经济不发达地区或欠发达将继续实行 “村会计委托代理”模式。 关键词：农村财务管理模式；村财村管；村账乡管；村级会计委托制 A Strategy Study on Improving the Model of RuralFinancial Managementin Liaocheng AbstractIn China, there are over 9 hundred million people living in rural area, so in many aspects of the new rural construction, rural financial management is an important and basic work.
