临港新城“三网融合”网络规划及关键技术研究摘 要本文对临港新城“三网融合”网络的规划及关键技术进行了研究。 深入分析了“三网融合”的发展背景及现状，结合临港新城功能定位 及实际需求，在深入调研、科学分析、严格论证的基础上，提出临港 新城“三网融合”规划设计方案，将如何构建一个健全、高效、先进 的“三网融合”网络为研究重点，并对几大关键技术进行了研究，最 后提出了基于“三网融合”网络平台广泛的应用服务。主要工作有：（一）分析了“三网融合”的发展背景、现状、政策、措施， 提出了构建下一代网络的必要性，并介绍了国家项目“高 性能宽带信息网”。（二）在临港新城范围内规划“三网融合”网络平台，并提出 相应的组网技术、网络架构、核心网设计、汇聚网设计、 接入网设计、统一化网管等方案。（三）对“三网融合”的关键技术：基于 i PON 缆桥的全 I P 化 双向有线数字网络的接入网、采用组播 PON+单播 PON 的 i PON 创新架构实现 FTTB/ FTTN、基于同轴电缆带外信道的 缆桥接入技术、综合业务应用支撑系统进行了研究。（四）结合临港新城功能定位及实际需求，提出了基于“三网 融合”网络平台广泛的应用服务，具有一定的推广意义。国家提出的推进三网融合的阶段性目标是，2010 年至 2012 年重点开展广电和电信业务双向进入试点。2013 年至 2015 年，总结推广 试点经验，全面实现三网融合发展，普及应用融合业务，基本形成适 度竞争的网络产业格局。三网融合是一场变革，这场革命，一方面将对传统的商业模式进 行新的划分和调整，另一方面，也将促进传统的广电的运营体系和电 信运营体系之间的协调、合作；第三方面，内容商和运营商之间要重 新构建一个新的商业合作模式和版权的分享模式。三网融合将促进产 业升级。关键词：三网融合，政策背景，网络规划，网络设计，关键技术，应 用服务Integrated Network planning and key techniques research of Lingang New CityABSTRACTThis thesis made an in-depth analysis of the development background and present status of the integration of telecommunications network, cable tv network and the internet.We proposed our planning and design program for the integration of telecommunications network, cable tv network and the internet accroding to the functional position and actual demand of Lingang New City based on in-depth investigation, scientific analysis and strict verification, focusing on the establishment of a sound, effective and advanced network.
