摘要2013年的中央一号文件将核心内容定格为创新农业经营体制，而2014年下发的中央一号文件明确指出，“以解决好地怎么种为导向加快构建新型农业经营体系”，这就将推进农业生产经营体制创新的重要性提升到了一个全新的高度。中央的高瞻远瞩是基于以下现实情况的谋划：一方面，是我国取得粮食生产“十连增”、农业综合生产能力全面提升、农村社会事业加速发展的可喜成绩；另一方面，却是农业生产经营方式粗放、规模效应低下、城乡居民收入差距日益拉大的情况大有愈演愈烈之势。这一矛盾的对立面，反映出加快农业生产经营体制创新已是势在必行。湖南祁东县是我国南方地区的农业大县，农业生产自然条件较好、劳动力资源丰富，经过多年努力，农业综合生产能力不断增强，并在农业经营体制创新方面做了大量的尝试和实践。但是从目前来看，其现有的农业经营体制不能完全适应农业发展的新形势和新要求，需要进一步创新和完善。本文从我国农业经营体制变迁历程入手，全面分析了现行农业经营体制面临的问题与挑战，对祁东县农业经营体制创新的典型模式进行了评价和分析，进而探讨和研究了祁东县农业经营体制创新的条件与特征，并客观指出了其存在的主要问题，提出下一步的祁东县农业经营体制创新，就是要坚持家庭经营的基础性作用，加快龙头企业的转型升级，建议祁东县在转变政府职能、健全农村社会保障体系、健全农业社会化服务体系等方面着手，为推动祁东县农业经营体制创新事业提供参考依据。关键词：农业经营体制；创新；建议AbstractIn2013,NO.1centralpolicydocumentputinnovativeagriculturalmanagementatfirstplace.while，in2014，NO.1centralpolicydocumentclearlystatesthattospeedupdevelopmentofInnovativeManagementofAgricultureshouldfocusonmanaginggoodfarming”.Aswecansee,effortswillbeintensifiedtoacceleratethecountrysAgriculturalInnovativeManagementforthefactthatChinasagriculturalproductionisverylowandincomegapofUrbanandruralareaiswidening.However，westillmakeachievementsintheagriculturalsector,suchasimprovingproductioncapacityandacceleratingthedevelopmentofruralsocialundertakings.QidongCountyofHunanProvinceisalargeagriculturalcountyinsouthernChina,ithasgoodnaturalconditionsforagriculturalproductionandrichlaborresources.AfteryearsoftheconstructioneffortsofInnovativeManagementofagriculture,QidongCountyscomprehensiveagriculturalproductioncapacityhasbeenstrengthened.Butfornow,theexistingagriculturalmanagementcannotfullymeetthenewsituationandtherequirementsofagriculturaldevelopment,itasksforfurtherinnovationandimprovement.Firstly,thispaperstartsfromChinastransformationoftheagriculturalmanagementpolicy,analyzesthecurrentproblemsandchallengesofagriculturalmanagement.Secondly,thispaperdescribesandanalyzesthedevelopmentofInnovativeManagementofQidongCountyAgriculture,andthensummarizestheadvantagesanddevelopmentcharacteristics,andpointoutthemainexistingproblemsofInnovativeManagementofQidongCountyAgri
