I I 区域高校联盟发展的路径选择与策略优化 ——以安徽省“行知联盟”为例 摘 要：21世纪是一个高速发展的时代，也是一个充满变化的时代。合作与 竞争成为这个时代的主题，以往“你死我活”的竞争模式正在逐渐被在竞争中合 作的模式所取代。 20世纪90年代以来，伴随着世界政治格局的变化和经济全球化的发展，作为 现代企业组织制度的创新形式，战略联盟成为公司和企业应对未来不确定竞争环 境的首选。继公司企业之后，战略联盟这一形式延伸至高等教育领域，并在实践 中取得了非常良好的效果，产生了一大批世界闻名的高校联盟。随着我国市场经 济的发展以及高等教育大众化时代的到来，高校联盟的发展形式也逐渐被国内学 者所关注和运用，并且在一定程度上促进了高校的发展。但是，我国高校联盟起 步较晚，体制机制也不完善，因此在很多方面存在不足。尤其是区域高校联盟， 受到经济、地域、文化、资源等方面的影响，谋求自身发展更是困难重重。本论 文以区域高校联盟为研究对象，通过对安徽省应用型本科高校联盟（又称“行知 联盟”）为案例，试图回答下列问题：1.行知联盟如何产生。2.行知联盟在发展 过程中有哪些活动和不足。3.如何优化区域高校联盟的发展。 本文首先对高校战略联盟的发展历史进行梳理，并对其中一些成功的案例进 行简单分析，提供经验借鉴，为后续的研究奠定基础。然后，以安徽省应用型本 科高校联盟为研究对象，对他的产生、发展以及经验教训进行深刻总结。最后， 在上述研究的基础上，对区域高校联盟的优化发展提出自己的建议，主要体现在 完善联盟内部的协调机制、完善利益分配机制注重加强网络建设、要处理好与外 部环境的关系四个方面。 关键字：区域高校联盟；行知联盟；研究；优化 The path selection and optimization strategy of Regional colleges and universities federation development - with Relevant Alliance in Anhui province as an example Abstract：Since the 1990 s, along with the change of world politics and economy globalization, as a system innovation of the modern enterprise organization form, strategic alliance becomes the first choice for companies and enterprises to cope with the future uncertain competitive environment. In recent years, with the development of market economy in China, as well as the advent of the era of mass higher education, as a form of strategic alliance , the colleges and universities cooperation is widely used in the field of higher education, and to a certain extent, it promotes the cooperation and exchanges between colleges and universities. But the union of colleges and universities in China started late, system mechanism is not perfect, so there are lots of shortcomings in many aspects.
