摘要工程造价管理是工程建设中业主最需要控制、最关注的问题，也是业主在 工程项目实施中最为棘手的问题。随着我国建筑业、特别是房地产行业的崛起 与发达，我国相继出台了一系列工程造价管理方面的法律、法规，规范了行业 管理。但是我国建筑业大量兴起较晚，特别是经历了计划经济向市场经济转变 的过程。目前市场经济条件下工程造价管理中还深深烙上了计划经济的烙印， 压缩投资或者不科学投资导致了一系列建筑行业问题。结合我国国情的实际情 况，全过程造价管理对科学、规范管理工程项目的造价起到了非常重要的作用。全过程造价管理对工程建设项目的投资控制起到了很大的作用，有力的保 证了工程建设项目的正常运行，但是随着管理理论的发展，工程项目管理不仅 在经济造价方面有新的突破，也从工程项目的组织结构上创新发展，有效整合 设计、采购和施工等环节的资源，减少各种中间环节的浪费或损耗，对工程管 理模式提出了全过程造价管理的理念。如果把建设项目实施的基本要素定义为设计、采购和施工，那么工程建设 项目管理最基本的模式有两种，一种是业主把设计和施工分别委托给不同承包 主体的平行发包模式；另一种是业主委托给承包主体作为承担设计、采购和施 工的 EPC （EngineeringProcurementConstruction）工程总承包模式。这两种 管理模式是目前市场上应用最广泛应用的建设项目管理模式，主要是根据项目 特点、业主要求、风险分担和承包范围的组合等需要选择不同的模式。在目前 我国建筑管理的体制下，一般不允许设计单位参加自己设计工程项目的施工投 标工作，这在某种程度上增加了工程投资的成本，增加了业主管理难度，降低 了工程管理的协同效应，并且对工程的质量、进度、HES 等方面的管理成本都 提高了。EPC 总承包模式是一种将建设项目发展了高附加值化的经营方式，整 合了工程项目产业链的各个环节，便于工程项目产品价值链的增值和建筑业企 业的价值增值。EPC 总承包模式是整合了设计单位、施工单位各自的优势资源， 既满足了业主的需求，又降低了各种成本，是一种被大力推崇和提倡的工程项 目管理方式。关键词：造价管理；全过程；EPC；总承包AbstractProject cost management is the most in need of control and most concerned about for owners in engineering building, and also the most intractable problems for owners in project implementation.
