摘要摘要唐山市是中国近代史上华北地区比较早发展起来的重工业城市，西靠京津，东临辽 沈，北依燕山，南濒渤海，地理位置重要，资源丰富，是中国近代工业的摇篮；冀东地 区工业和农副业产品的重要集散地。1948 年 12 月 12 日，唐山市获得解放，新旧政权 实现了更迭。然而此时的唐山，中小企业纷纷倒闭，几家大型厂矿生产停滞不前，处于 停产或半停产状态。面对如此恶劣的情形，中共带领人民群众，从解放之日到 1952 年 底的三年时间里，不仅恢复了生产，而且使唐山的经济繁荣而有序的发展。中共在唐山 的建政主要包括二个内容，一是接管旧政权，建立健全人民政府系统，肃清反动残余势 力，加强党的建设，实现人民当家作主。二是恢复和发展工商业，根据当时唐山的实际 情况，通过对工商业进行一系列的扶助、调整和改造，恢复和发展了商业，从而带动和 促进了工业生产，开创了一条有别于其他大城市发展经济的道路。中共有效地完成了城 市新政权建政的艰巨任务，把唐山市由一个原来畸形发展的重工业城市，建设了成为人 民真正当家作主、工商业开始繁荣发展，社会风气良好的新型城市。关键词唐山接管巩固历史经验AbstractAbstractThe city of Tangshan in North China in the modern history of China as early as the development of heavy industry city, west of Beijing and Tianjin, east of the Liao Shen, North Yanshan Mountain, south Bohai Sea, an important location, rich resources, is the cradle of Chinas modern industry; Jidongregional industrial and agricultural and sideline products distribution center.
