摘要网络问政起源于二十世纪末，中国迅速崛起展的互联网为网络问政的发展提供 了良好的条件，网络的发展在很大程度上影响着现代人的生活，而后不断延伸并扩 展到政治领域。各大政府门户网站的开通以及网民通过网络问政辅助政府公共决策 的层出不穷的案例都表明我国社会主义民主政治的发展已经进入到了新的时期。网 络问政拓宽了公民政治参与渠道、灵活的问政形式提高政务效能等重要作用充分得 到了政府的认可，网络问政辅助政府公共决策开始被政府重视采纳。此论文以基于决策机制政务效能的网络问政为研究对象，共分四部分。第一部 分为我国网络问政的研究背景，研究意义，网络问政的相关定义及研究现状。第二 部分是关于我国网络问政的概念界定以及内涵研究并对网络问政的意义进行了阐 述。第三部分对我国网络问政现阶段存在的问题以及现状加以归纳和阐述，如网民 素质结构不合理、网络问政的反馈效果缺少准确的评议机制、网络问政过程中的监 督引导机制不够健全及部分领导干部网络问政意识淡薄等，并对这些表现之所以产 生的深层次原因加以剖析；第四部分则是针对我国网络问政的问题和不足提出完善 路径，结合我国的实际，为我国进一步完善网络问政提升政务效能提出了深化公民 网络政治参与机制改革、网络问政专门立法、加快网络问政平台数字化技术建设等 若干策略。关键词：网络问政，政府，网络政治参与,政务效能,公共决策A B S T R A C TOriginated in the nineties of the last century, the network asked the government, the basis for the development of Chinas rapid development of the Internet, and the continuous expansion of the network increasingly transforming peoples lives, this situation is also extended to the political sphere.
